The only solid advice I can offer would be to spend a little quality time with some sandpaper before you paint. The painted-on stripes will leave stripey ridges (from the previous coats of paint) in your new chosen color if not knocked down and primed well first, and will still look like stripes. And if you can't pull up the carpeting, I guess that you have to make it work. I don't know how large or small your room is..how about a new area rug laid over it? You could then choose a color you like from that. If not, I would probably choose a neutral shade of wall paint. Something that has a touch of the yellow in it, although no a yellow color. That way the floor will blend in a bit and it won't stand out as it does now with a contrasting wall color.

What color bedroom furnishings do you already have? What shade are the blue stripes, light or dark? And how long do you plan on being there?

my bedroom furniture is in cherry wood color, the blue stripes are painted in a light soft blue, something that should be in a childs room, we are gonna be there for a year or maybe longer

It sounds like your current furnishings may lend itself to a french-twist. Have you considered leaving the wall & rug as is & using a toile w/ natural background and blue print? The background may tie in well w/ the rug and even act to tone it down a bit. . The blue will key to your stripe- and if you need to age the walls a warm amber glaze over the white may be all you need. The dark, rich wood tones will give a more luxurious/ continental flaire to something that once appeared childish. A good eye for accessories and you could be in Paris every nite.

Bad decisions
If the carpet is decent keep it and change those stripes. Removing the carpet will require more time and money because there will be staplesto remove and you will have to get new floor coverings. So buy someKilz II latex primer 1 or 2 gals will do then use a neutral flat color if stripes are visible skim the lines with compound use a six inch bladeput the compound on and then take it all back off and this will fill the lines, then lightly sand and finish paint.
